isdnactivecards for Debian

This package no longer includes firmware images, because:

1. No source code is available for them, so they do not comply with the
   Debian Free Software Guidelines.
2. They are purportedly licenced under the GNU GPL, which requires us
   to redistribute source as well as binaries.

Firmware images should be available from the following locations, but
their licences remain unclear:

eicon:   http://www.dialogic.com/support/software.aspx
icn:     http://www.isdn4linux.de/cgi-bin/viewcvs.cgi/isdn4k-utils/icn/firmware/
pcbit:   http://student.dei.uc.pt/~jmsa/projectos/pcbit/pcbit_linux_2.tar.gz

They should be installed in the directory /lib/firmware/isdn .
