lastfm-submit.el and tree-from-tags.rb

Bongo continues to work well as an Emacs addon package, but its accompanying
scripts, lastfm-submit.el and tree-from-tags.rb, have bitrotted.  They both
have dependencies which were removed from Debian years ago.

For this reason the Debian packaging of Bongo does not install these other
files.  Hopefully a future version of Bongo will include updated versions.
