libchise for Debian

The current main software of CHISE Project is XEmacs-CHISE, the
enhancement of XEmacs, which can handle many characters and huge
database of Chinese characters.

Libchise is the library to access the database, i.e., it provides C
language binding of CHISE, so that applications in other world (not in
Emacs) can use the database.
  
It does *NOT* include the database of Chinese characters.

Upstream has not yet released the database separately (it comes with
XEmacs-CHISE), but it will be released soon (or later).
