For Security reasons, in versions >= 3.1.3-1 glances will binds to 127.0.0.1, 
it's related with this bug[1]. If you want expose to the whole network, 
you must be modify systemd unit file or (sysv init script) for glances start with the correct 
bind address and set user and password. I.E

glances -s -B IP_ADDRESS --username --password

Then, Glances asks users, password, and if you want save it in ~/.config/glances/.user.pwd (encoded)
