Please add the in.ftpd server argument -z nossl in your inetd configuration or other means to start the service if you want to keep providing only clear-text ftp. The differences are discussed in the file README.Debian. Depending on your old setup, 'update-inetd' might complain about multiple instances of 'ftp' in '/etc/inetd.conf'.
