Upstream ships a postcode database that is of uncertain origin. To avoid
legal problems the Debian package does not include this. To use the
features of this module requiring the postcode database, you will need to
acquire a database of your own (which may require paying the Post Office
lots of money or looking at something like http://www.freepostcodes.org.uk/).
