MintPy for Debian

On Debian systems MintPy command line scripts are installed in the
/usr/share/mintpy folder, hence not included in the standard search PATH
for executable programs.

In addition a link for the "mintpy" porigram is generated in the
/usr/bin folder, i.e. the "/usr/share/mintpy/mintpy" program is linked
into "/usr/bin/".

With the only exception of the "mintpy" program, to be able to use
MintPy command line programs, the user shall add the
"/usr/share/mintpy/" folder to the executable programs search PATH.
