Notes regarding python3-tld package

We don't use the provided effective_tld_names.dat but the one shipped in
Debian package publicsuffix.

We remove entirely the utility and the binary to update this file
(update_tld_names and update-tld-names).
If an update is required, it should be done in the package publicsuffix.
