The upstream source for tcpcrypt was extracted from the git repo, with
a bit of cleaning to remove the irrelevant windows code and other
embedded copies.

I've also moved the user/ directory into the top-level to make more of
a straightforward build.

I did this with:

 git rm -r kernel apps contrib .gitignore test
 git mv user/* user/.gitignore ./
