w3cam.cgi for Debian.

Modifies,
  1. /etc/w3cam.cgi.scf as Default cfg file.
     if w3cam.cgi.scf is not in same place with w3cam.cgi, cgi will try open
     /etc/w3cam.cgi.scf

NOTE:
  1. cgi needs +wr permissin to /dev/video.
