libdbd-oracle-perl for Debian

To install this package, you need to install the Oracle Instant Client.
This can be downloaded free of cost but an "Oracle Account" is required:

Click to "Instant Client for Linux x86-64" (amd64) or
"Instant Client for Linux x86" (i386), accept the license
agreement for Instant Client and get the RPM package (no other
architectures are supported):

- Basic (oracle-instantclient12.1-basic-*.rpm)

Optional: You can use Basic-Lite instead of Basic
          (oracle-instantclient12.1-basiclite-*.rpm)

Make sure you have these packages installed to convert the
RPM files to Debian:

- fakeroot
- alien

Convert them to Debian packages:

$ fakeroot alien oracle-instantclient12.1-*.rpm

Install them as root:

# dpkg -i oracle-instantclient12.1-*.deb

and then you are ready to install this package.
