Panda Themeing and other DLC not included

Upstream openrct2 includes several freely-available but non-DFSG DLCs:

  * Panda Themeing
  * Wall with Passageway
  * Additional roof tiles

The "Pink Water" DLC is included, as it is defined solely as JSON.

End users can easily find the excluded DLCs online from multiple mirror sites.
