vice (3.9+dfsg-1) unstable; urgency=medium

  In the beginning VICE source only contained the non-free ROM files for the
  various machines. With time it began to embed a non-free font file and then
  using a non-free external project, embedded into itself.
  With the constant change of the source it is difficult to keep these
  reverted. The absence of ROM files - and the need to fetch those for
  yourself - was always an issue. With the mentioned source code difficulties
  after the Trixie, i.e. with the Forky release I plan to move the package to
  non-free. If you upgrade your system and VICE is not updated, that will be
  the case. You will need to add the non-free repository in your sources.list
  file.
