Apache Arrow for Debian

This package is built for little-endian 64-bit architectures only, as upstream
does not yet support other platforms.

The following optional features are not enabled in this build:

  - Cloud storage backends (ARROW_S3, ARROW_GCS, ARROW_AZURE): vendor SDKs not
    available in Debian
  - CUDA support: requires non-free nvidia-cuda-toolkit
