dar for Debian

The default /usr/bin/dar in the dar package is compiled with a full suite of
options, including remote access with libcurl.  Because libcurl cannot be used
in a statically linked binary (see Debian bugs #1038129 and #1038128),
dar_static in the package dar-static is built without the remote access
features.  This is probably sensible anyhow, since those tend to be
security-sensitive.

The Dar library and corresponding -dev package do have remote access enabled.

dar_static will display a warning of gpgme isn't installed, though it will be
able to work without processing encryption.  gpgme must exist as a shared
library in order to be accessed by dar_static.  The gpg binary also must
be available.
