Comment: in upstream code there is no indication what is the license used.
         So, after some research on the internet, i found these files belong
         to tklib from TCL/TK project as you can see here:
         https://github.com/tcltk/tklib/tree/master/modules/tablelist.
         Searching for the same version from 2002 i found this version
         0.4 from 2005.
