neovim-treesitter for Debian

Package is build from main branch. Please use the specific config at
"usr/share/doc/neovim-treesitter/README.md".
Parser management commands (:TSInstall*, :TSUpdate, :TSUninstall) are disabled
in Debian. Install or remove parsers using tree-sitter-cli instead.
