octave-generate-html for Debian

The original footer.js file distributed by the upstream author contained a
link the SourceForge,net logo. This is a privacy breach and, therefore,
that link is removed in the Debian package. Instead of showing the logo in
the generated HTML files, the text “SourceForge.net” is shown.
