php-giggsey-libphonenumber for Debian

Update metadata with Debian's update script

    Upstream releases new versions when Google updates its metadata. This
    happens quite regularly, about twice a month.
    Most of the time each new release only updates metadata.

    To be able to update the metadata without having to update the Debian
    package, an update script is provided. It must be run as root.

    Invoke it with:

        update-php-giggsey-libphonenumber

About dependency to PHP's intl extension vs dependency to giggsey/Locale:

    Upstream depends on giggsey/Locale. The rationale is as follows:
    This was created because libphonenumber-for-php required the intl extension
    to use the Geo Coder. The extension is not installed by default, and can be
    a hurdle for users. It also relies on the CLDR data provided by the
    Operating System, which is quite often out of date.
