python-tinytag for Debian

This package has some binary .mp4 and .ogg files embedded into the source
code that have executable permissions. These have been disabled manually
in d/rules. I'll remove this note once I convince upstream to fix this issue.

If not, the perms in d/rules from line 9-14 might have to be updated with every python
release if it comes to that.

Some of the test samples such as vbri.mp3, chinese_id3.mp3 may contain tiny snippets of
copyrighted music. These files are, however, only used for testing purposes.
