uv, an extremely fast Python package installer and resolver and replacement for
pip, is required for this package to function. Unfortunately, uv is not
currently available in Debian; this is currently a work-in-progress:

This version of tox-uv is slightly patched to be able to function as long as
the "uv" binary is in the calling user's $PATH. Therefore you can use this
package by installing uv either through the official installer, or by
leveraging pipx:
  $ apt install pipx
  $ pipx install uv
  $ pipx ensurepath
